Somali Peace Line (SPL) is non-governmental, non-political organization dedicated to promoting peace,
reconciliation, and community development in Somalia, founded in 1995 to operate across regions affected
by conflict and violence in Somalia. The organization works closely with local communities, civil society
organizations, government institutions, and international partners to implement projects and initiatives
that contribute to peacebuilding, social cohesion, and sustainable development. Through grassroots
engagement, dialogue facilitation, capacity building, and advocacy, the Somali Peace Line addresses issues
such as conflict resolution, intercommunal tensions, human rights, child protection, gender equality,
violence prevention, youth empowerment, and community-based development
Job purpose
Under the NORAD Framework Programme, which contributes to the realization of children’s survival,
development, protection, participation, and non-discrimination rights in Somalia, SPL is seeking a highly
qualified and motivated Child Protection and Child Rights Governance (CP/CRG) Project Officer. The
CP/CRG Project Officer will be responsible for implementing project activities aimed at strengthening child
protection systems and promoting child rights governance in line with national and international
standards. The officer will work closely with community structures, local authorities, and partner
organizations to ensure effective delivery of services, capacity building, and advocacy efforts.
Responsibilities
CP/CRG) Project Officer at Somali Peace Line (SPL) will have the following responsibilities:
1. Assist the Project Coordinator in preparing detailed action plans and ensure effective and timely
program implementation in coordination with procurement and finance teams.
2. Liaise regularly with community elders, local authorities, and relevant agencies in the targeted sites
to ensure coordinated project delivery.
3. Promote knowledge, attitudes, and practices that uphold children’s rights among policymakers,
civil society, educators, community members, and children.
4. Strengthening child protection systems by increasing awareness of risks such as violence,
exploitation, and neglect, and mobilizing communities toward active prevention.
5. Ensure accessible, timely, and quality responses to child protection cases, aligned with best interest
standards and national protocols.
6. Lead daily CRG activities in the Hiran region and maintain strong working relationships with
partners and stakeholders.
7. Participate in coordination forums with government, civil society, and humanitarian actors.
8. Oversee project documentation, data entry, and support the Child Protection Coordinator in record
keeping and reporting.
9. Monitor the security situation and report concerns to facilitate staff safety and operational
continuity.
10. Coach community-based structures and government officials for sustained project impact.
11. Develop and submit regular reports, meeting minutes, and success stories, and contribute to
beneficiary selection, follow-ups, and referrals for specialized support.
12. Handle procurement documentation (e.g., RFQs, contracts, and invoices) in line with SPL’s policies.
13. Ensure strict adherence to child safeguarding and organizational policies, maintaining the integrity
and reputation of SPL at all times.Skills & Qualifications:
▪ Bachelor’s degree in social work, Child Development, Human Rights, International Relations, or a
related field. A Master’s degree is an asset.
▪ Minimum of 3 years’ experience in implementing child protection and/or child rights governance
programs, preferably in humanitarian or fragile contexts.
▪ Strong understanding of the UN Convention on the Rights of the Child (UNCRC), child safeguarding
principles, and national child protection frameworks.
▪ Strong understanding of the Somali context, including the socio-political, cultural, and economic
landscape.
▪ Proven ability to engage with community leaders, local authorities, and civil society organizations to
promote child rights and protection.
▪ Excellent communication and facilitation skills, with experience conducting trainings, advocacy
meetings, and community dialogues.
▪ Demonstrated skills in case management, referral pathways, and psychosocial support for vulnerable
children.
▪ Experience in project planning, monitoring, and reporting, including familiarity with donor compliance
and documentation standards.
▪ Strong interpersonal and teamwork skills, with the ability to work independently and under pressure
in remote or insecure environments.
▪ Proficiency in Microsoft Office and data collection tools; experience with digital case management
systems is a plus.
▪ Fluency in Somali and English (spoken and written) is required.

The position is a full-time with a probation period of three months. The contract will be for six months
with the possibility of extension based on the performance of the incumbent and availability of funding.
