Somali Peace Line (SPL), in collaboration with the Ministry of Finance of HirShabelle State, concluded a two-day workshop on Government Budget Analysis for Civil Society Organizations (CSOs). The event took place at Hotel Beder in Jowhar and brought together 39 participants representing CSOs, government institutions, elders, youth, and women’s platforms.
The workshop was officially opened and closed by Mr. Omer Somane, Deputy Minister of Finance of HirShabelle State. Its primary objective was to strengthen the capacity of CSOs to understand and engage in the public budgeting process. Over the course of two days, participants gained practical insights into the planning and budgeting cycle, budget formulation, sectoral analysis, and key entry points for advocacy.
The Director General of the Ministry also participated in the sessions, addressing questions raised by civil society representatives and reaffirming the government’s commitment to transparency and accountability.
Participants described the workshop as highly productive, noting a deeper understanding of how budgets are developed, how priorities are determined, and how communities can actively participate in governance. The event also fostered stronger connections between CSOs and government institutions, laying the groundwork for ongoing collaboration in budget monitoring and public financial management.
