n 24th March, 2016, a conflict between two clans in Eastern Jowhar was resolved after the traditional elders of the clans engaged inter clan dialogue. The elders were remorseful to each other after serious discussions where one clan paid compensation money to the other.
In a ceremony to commemorated the agreement, on 14th April, 2016, Hadji Mohamed Qarofow of Walamoy clan announced that the conflict between his clan and the neighboring clan of Mohamed Muse was resolved by the elders, and thanked Middle Shabelle regional Administration, Somali Peace Line, and Life & Peace institute for their facilitation roles. Sheikh MohamamudHillowle of Mohamed Musse clan said both clan would work on to live and farm together from now on.
Walamoy (Shiidle) and Mohamed Muuse (Abgaal) clans lived together at the east of Jowhar in peace for centuries. The two clans had very good relationship to an extent that they did not take blood money each from the other at times of war.
In 2012 a conflict over a farmland called Juqey which former government distributed to sugar factory employees has appeared between the two clans. About 16 people lost their lives in that conflict and a properties were destroyed. In an agreement brokered by then reginal administration and the clan elders in the region settled the dispute to give the ownership of the farmland to Walamoy clan and right to cultivate to Mohamed Muse clan. The war damages were forgiven.
The conflict relapsed again in September, 2016. More than sixty people lost their lives and almost 12 villages got burned. The vulnerable people in these villages got displaced around Jowhar airstrip to take shelter for Amisom base in that area.
Community-based Bottom-up peace building project implemented by Somali Peace Line in partnership with Life and Peace Institute and funded by the European Unionsupported peace dialogue between the clans. The project engaged conflict and context analysis, data validation sessions, trained community leaders and local authority officials to better understand and participated conflict transformation process.
Through direct and indirect talks supported by the action, the two clans slaughtered Sumal and Sameen on 19th April 2015 in Jowhar which is traditionally a vow of peace. In this the event the clans agreed on to take peace and end their conflicts non-violently.
Finally, on 24th March, 2016, the two clans signed agreement in front of regional administration, SPL, prominent elders and religious leaders from Hiiraan and MS regions, and women and youth groups. The agreed points were:
- Validity of former agreement;
- Payment of compensation money to Walamoy clan, request forgiveness by Mohamed Muse clan as they could not compensate all damages including diya, and destroyed properties.
- Walamoy clan accepted the compensation and granted absolution to Mohamed Muse clan
- The two clans agreed on to have further meetings in which they will talk on how clans will live together in harmony
