Community Based Child Protection Activities in IDP camps at the Emergency Situation

The children in south and central Zone in Somalia are really facing a lot of difficult life in terms of living, health, education and protection. Some of them are associating with armed groups, others are doing hazardous work, some of them do unethical behaviors and conflict with law and still others live in the streets without care and protection.

One of the IDP camps committee succeeded to safe and return 45 children who has been associated with armed groups (for attend training, collects money from the cars in the check point, buying something leaders need as a servant), roaming Miraa (Qaad) markets and selling leftovers and some sleeping and staying in the street for robbing or pick pocketing). Some of them had a wound on their body and they were referred to medical facilities by committees with the help of SPL child protection team and they have recovered well.

The committee is seeking to have school for the children and skill development for the elder ones to earn income to survive because some of them don’t have parents.

Somali Peace line (SPL) works mobilize with the communities and trains community based child protection committees in partnership with UNICEF.

The main child protection problems identified last three months that need to be focused as usual was corporal punishment, street children, child with hazardous work, children without primary care givers, Sexual gender Based Violence, child with mental and physical problems and separated and unaccompanied children which mostly high level.

In this quarter from July to September 2012, the total communities mobilized were 50 which 44 were in Banadir, 4 in Galgadud and 2 in Hiran. The total mobilized beneficiaries were 17,306 which 4,793 were children. The sensitized duty bearers included parents, teachers, health workers, elders, Traditional Birth Attendants (TBAs) and committees were 1,024 which 303 were female. The child protection Advocates (CPAs) trained the rearranged Community Based Child Protection Committees (CBCPC) for those 50 targeted communities. The total trained CBCPCs were 452 members which 211 were female. The number of each committee is 9 members in each.

CPAs also carries out Mine risk education which they have reached the above mentioned communities and total participants were 7,089 that 34% (2,412) were children.

There was advocacy activities carried out together with other key stakeholders like 6 education umbrellas and 8 Banadir traditional elders that discussed child rights and other current protection problems like child street, recruitment and child education needs in the IDP camps.

Nutrition assessment through MUAC test was CPAs assigned duties to care children and refer to other nutrition service providers and they have referred 26 children. There are 190 children referred to health service providers which 90 of them were under planned 1612 convention cases. The supported Ambulances also referred to health and nutrition providers 325 cases mainly Banadir, Medina, Keysaney and other private hospitals in Banadir region. There are 9 success stories collected by CPAs in the report.

In addition to that, the project implemented media message focused on child protection issue broadcasted through Radio in Mogadishu.Radio messages are the activity that socialized the community about the protection problems that encourages communal self protection and teaches their rights throughout the local radios. The project produced and aired daily radio messages on child protection and aired through local FM station in Mogadishu (called Risala 102.2 FM) the radio messages were focusing on child protection in general and Child Streetparticular. The message producers were from the child, community and Child protection Committees (CPCs).

There were 25 communities who got community package as promotion for the good work they have done for the community based child protection.

The quarter action completed with challenges and CPAs temporary relocations and most of the activities were carried out in Banadir region.

Therefore, community role in child protection can be activated from grassroots’ level but needs to have complementary projects such as education, health, water hygiene and sanitation, livelihood with law and order that supports reduction of abuse and legal implementation of required courts.

Organizational Structure
The General Assembly is the highest body of SPL. It has a governing body, which comprises a chairman, programme manager, Admin and finance manager and project managers that mobilizes the required resources and ensures effective management of the organization.
