One Day Training for CSO on Budgeting Process

Somali Peace Line (SPL) child right Governance project team organized one day training for CSOs on government budget processes in order to gain common understanding the overall goals of the Budget process. The purpose of the training was to empower the civil society organizations on matters concerning on government budget process/ cycle to know more about children’s investment. The training was held in Beder Hotel – Mogadishu city on April 18, 2019 beginning from 8:00 o’clock in the morning to 2:30 o’clock in the afternoon. A total of 29 participants attended the training (24 male and 5 female)

Introduction

Objective

To enhance the understanding of the CSOs Members towards the government budget process. Specifically, national budgets that adequately address children‘s issues, such as poverty, malnutrition, illiteracy or child protection can be considered to be equitable child friendly budgets.

To enhance the knowledge on meaning and key elements of child rights based budgeting.

To equip with budget analysis, budget monitoring and expenditure tracking skills

To enhance the capacity to design and implement child rights based budgeting initiatives with meaningful involvement of children.

To improve the knowledge of quality benchmarks on effective child rights based budgeting work.

Budgeting is guided by child right principles in order to ensure progressive realization of children’s rights, by all children, in all contexts. The SPL Program Manager also gave a preview of the key international framework in guiding child right budgeting and highlighted the following main points as:

  1. United Nations Convention on the Rights of the Child
  2. Human Rights Resolution on Investing in the Rights of the Child
  3. General Comment No 19 on Public Budgeting for the Realization of Children’s Rights
  4. Addis Ababa Action Agenda for the Third United Nations Conference Financing for Development

As the session continued there was an explanation and a discussion on the goal of child rights based budgeting and the goal was given as Sufficient, equitable, sustainable and effective spending on children for them to progressively realize their rights outlined in the Convention on the Rights of the Child and National Laws and Policies.

Later on the session was discussed why Child Rights Based Budgeting is necessary as in the coming points:

Redistribution of national income to achieve equity

Equal opportunities for every child to survive, learn, develop and be protected

Progressive implementation of children’s rights.

Ensure government policy commitments are translated into reality.

Strengthen social contract between citizens and governments through voice and accountability initiatives

Outcome of the training

  • The CSOs member were enhanced their knowledge on Government budger process.
  • Participants are equipped with budget analysis, budget monitoring and expenditure tracking skills
